FREE AGENCY

Free Agency will begin on Sunday October 25 at 12PM. No offers for free agents will be accepted before that time. The league will also reopen for business at that time and any transactions that have been made since the conclusion of the draft will be processed then.
Free agency will work almost the same way it did last year, with a few changes. Once again, the 30 franchises have been rated on four categories (Winning franchise, Star player, Player happiness, Future).
The teams have been broken down into tiers using these four categories. The higher the tier that your team is in, the less you will need to spend to sign a free agent. Just like real life, the draft is for the teams at the bottom of the league and free agency is for the teams at the higher end. This doesn't mean that free agents will not sign with teams that missed the playoffs last year. It simply means that those teams will have to outspend a team above it on the list if they are competing for the same player. The wider the difference between tiers, the more the lower team will have to spend.
Teams will be able to bid on more than one player at a time, as long as the team does not offer more than their total amount of cap space or the total amount of roster spaces they have available, for the players that they bid on. You will be responsible for making sure that your bids are legal. If I receive offers that will put your team over the cap, I will disregard the entire offer. Also, if you lead a bid on one player but lose a bid on another, you can not retract a leading bid to offer more for the player you are losing so be careful submitting multiple bids.
Example:
Team 1 has $68 in cap space and 5 open roster spaces
Free Agent offer sheet
Player A- $20/4 years
Player B- $28/4 years
Player C- $10/4 years
Player D- $8/2 years
Player E- $2/1 year
This would be a legal bid because the total amount of money they would spend is equal to the total amount of cap space they have available. They also don't offer more contracts then roster spaces available in this offer.
If they lead the bidding on players A, C, D and E but are not leading for player B, they can not up their offer to player B until another team beats them out for one of the other players they have leading bids on. I'm sure that may sound confusing so if their are any questions, let me know.
Bids are once again sent via PM and will be anonymous until the player signs. All players that have offers will be posted in the free agent page of our mega thread. I will act as the players agent and let teams know if they have the leading bid or what it will take to beat the leading bid.
There will be a dead period between 12AM-6AM every night where no free agents will sign.

November 1-November 7 (No players will sign for 4 hours after I post the offer to the free agent page. Teams will have four hours from that point to inquire and beat the leading bid).
November 8-November 14 (No players will sign for 2 hours after I post the offer to the free agent page. Teams will have two hours from that point to inquire and beat the leading bid).
November 15-November 21 (No players will sign for 1 hour after I post the offer to the free agent page. Teams will have one hour from that point to inquire and beat the leading bid).
Any remaining free agents will sign instantly with any team offering them a contract after November 22.
Sign and Trades will be legal this year per the S&T rule change posted in the rules thread.
A team with cap space can sign any player off of the free agent list up to the salary cap ($1030). Once a team is at the cap they can go over the salary cap to resign their own players. The timing of your bids will be important. Once you are at or over the cap, you will no longer be able to sign anyone who is not a Bird right FA.
Teams can go over the cap by 10% (up to $1133 total salary) in order to resign their own Bird right free agent. A team listed as over the cap due to a recently drafted college player that is now listed as a "holdout" can still go over the cap to resign their own Bird right free agent. But they will need to account for their holdout or risk losing them at the trade deadline.

Star Player- The top rated player on each team.
