A technical question, but doesn't he need to be charged with something before he can be pardoned? So, if the charges don't surface until after January, then no pardon?

Pennsylvania Sen. Bob Casey said he is confident Joe Biden will win the state, and that ballots still being counted from Philadelphia alone may decide it for the former vice president.
Biden will “be able to overtake [Trump], especially when we get a much higher Philadelphia number,” Casey said to CNN’s Don Lemon. “We've only seen with Philadelphia about maybe 70 or so percent of the vote counted. Man, I hope you right, but this man gained so many followers, people literally protesting vote count, because Trump was in a lead at a time. Iran's Ajatola news already laughing at this, GOP turned into what they alwyas looked down at, a pro fascist, rigged regime, its indefensible and unbelievable at this point.
I just hope all Trump's attempts to keep powere are legal, and you know, not something worse...
