Low propensity voters, meaning ones that rarely vote, typically do turn out if they do in presidential election years and primarily are one race selection voters, the president.
They will only fill in the president race while leaving the rest blank and this is supported by decades of data and polls so is not a new circumstance.
The notion that this is proof of fraud is from people who already have a conclusion in mind and seek evidence for it but mistakenly believe this is it.
There are likely millions of ballots cast this cycle like this for both candidates because this election is one that brought out many low propensity voters.

It might also be the downfall of overinflated expectations.
If the polling was always wrong, and this was really a 3-4 pt race all along, people wouldn't have expected 55 seats in the Senate and expanding the House.

Dems have to do better. Too much focus on Biden v Trump.
Hate to admit it, but republican voters tend to be better and more informed in non-presidential elections, especially state elections.
