Not quite yet... and yes.
They will open it up "2-3 days before the draft", so that makes the first date a guess and not definite.
My timeline using that and guessing the 15th:
Nov 15th: Trades and Option pick up window. All salaries are 19-20; anyone that is a 20-21 free agent cannot be traded (must pick options up first). However, teams can agree to do trades in 7 days with 20-21 salaries.
Nov 18th: Draft. Trades get locked at 2pm EST I believe, then can be announced during the draft. So there is a natural quiet briefly there. Trades will be done with 2 sets of book keeping. Teams can do deals with old 19-20 salaries or teams can do a deal to happen in 4 days and use the new 20-21 salaries. (You cannot cross the lines. A single trade must be in a single year. But all night trades will take place and be in different years depending what works best for the teams.
Nov 20th: Free agent negotiations start (giggle). Yes, all those deals already secretly agreed to are now legal to agree to.
Nov 22nd: Deals can actually be finalized. Most people ignored this date historical, but it was July 7th at first and then moved in. When it says at 12:01 on the 20th Gallo signs 75/3 with Phx, it will be signed on the 22nd. Historically existed so Union had a few days to audit the books and make sure no shenanigans that weren't legal. Note: Trades agreed to before Nov 20th but wanting to use 20-21 salaries actually occur now and not on the 20th.
