And something else. Is it fair for the Lakers to pay 10 more millions for someone, who is not playing for them, when we have very limited budget?

The league is fixed so that the Lakers have a massive salary advantage compared to every other team in the league because local TV deals aren't shared revenue compared to the NFL model where all TV revenue is shared which allows the Laker to dominate the league in profits. They could spend 100M+ in luxury tax and still be profitable to win, only a couple teams in the league could do that.

Beyond that, the Lakers have to pay Deng because they signed him to a bad deal, just like every other team that signs a player to a bad deal has to pay them. Deng played after the Lakers cut him, so its ridiculous to even petition that he had a career ending injury with the Lakers given his career didn't end.
