Add in the fact of the Rosas/Finch relationship. Doesn't go back as far as Nurse/Finch, but still goes back a ways. Finch was a finalist here two years ago and would've likely been the guy if not Saunders then.

Tampering is when a player or team directly or indirectly entices, induces or persuades anybody (player, general manager, etc.) who is under contract with another team in order to negotiate for their services.

I believe "persuades in order to negotiate" is the key phrase. Minnesota was granted permission by the Raptors to talk to Finch. There was no persuasion or back-door communication involved.

I wish Chris Finch the best, he was deserving of a head coach seat in the league.

A 2nd rounder would have been nice just to let the league know there is a cost to approaching & hiring Raptors staff mid-season. However ultimately I'm not mad about it. Finch interviewed with Minnesota before they chose to go with Saunders and so he must have made an impression and just missed out. If they used a third party to reach out to his agent, Finch let the Raptors know of the interest and no barriers were put up by the Raptors to negotiate the move then this is all above board.

I have seen this comment about lack of compensation many times and I really don't agree with it.

The T-Wolves did not "steal" Finch from us. He was under contract with the Raptors, and the Raptors had to give permission for the T-Wolves to take him. The Raptors could have just said no -- wait till next summer. Its up to the Raptors and not the NBA as to whether they should seek compensation. And the Raptors likely did not.

It's all very reasonable to me. Finch was a high profile assistant coach hire who knows he is close to head coaching. He is not going to join an organization as assistant if that organization is going to make compensation demands. That would make him less marketable for his ultimate goal gig. As a top assistant he has some pull -- there was likely an understanding with the Raptors organization that he could leave whenever for no compensation.

Compensation would be nice but I doubt realistic. The Raptors wouldn't want to infringe on a assistant coach's chance at getting a shot as a HC. And although the Wolves have been a dumpster fire I could see why a coach would want to be there. Especially one noted for offensive systems. It's not like the Wolves will be expected to win right away. And they do have some nice pieces.

Nurse setting a great trend just 3 years into the league. Although it is hard to claim much credit here as Finch was high on the wolves list before joining the Raptors. But it can only be a good thing for the narrative to develop that being a Raptors assistant is a stepping stone to a head coaching job.
