For trade purposes, I believe the answer is yes. That top 4 protected 2023 1st would shift to top 3 protected 2024 1st because the Bulls are not legally allowed to owe to consecutive 1st rounders.
However...
From a practical standpoint, that 2023 top 4 protected 1st would still be on the table for the Magic because there is the faint possibility that the 2022 Bulls 1st could become a pair of 2nd rounders. If that happened and both the 2021 and 2022 picks didn't convey to Orlando in the first round, then I believe (but not positive) that the 2024 pick would actually shift back to a 2023 pick.
I could be wrong on that, but I believe that would be the case since we'd know where the Bulls 2022 pick was going to land well before the draft, by lotto night at the latest.
