I recently listened to a podcast where one evaluator said he was one of the three worst GMs, but I am not so sure. He may have been last year (Culver, DLo trade), but this ranking is exclusively on his moves this year.

The biggest issue in grading Finch is whether he chose Ryan or got stuck with him by Glen. Ryan was a train wreck inside a dumpster fire full of month old diapers. For proof see players like JO and Ant under Ryan vs Finch.
From a draft perspective this might be our best draft in a while. Put aside Ant for a second, MCD is our best non lottery pick in forever. Bolmaro is a variable but people here seem jazzed about him, and I am willing to keep an open mind. Given that Rosas probably had orders to stay under the tax, draft and stash makes good sense. Also considering we were going to take MCD at 17, getting him at 28 saves good money and created value. Rubio didn’t really work out from a player perspective, but he did provide mentorship/leadership for Ant, and that was part of why we acquired him.
The Dlo trade backfired a bit, but we had a lot go wrong to make it go that badly. KAT missing 22 games, Dlo missing 26, Beasley missing 12 on suspension and 23 from injury. I still believe if we gave up a 15-17 pick people would be calling him a genius for dumping Wiggins and getting a player who keeps KAT here.
Overall, Rosas is doing fine. Though he did fail to bring in more size and his biggest sin is small ball. If he doesn’t secure an impact big before the season begins he should be fired.

I could see him being questioned. Just looking at his actions at face value, you could surmise that he was really bad as he made no moves in the season to improve the team. That said I think he had a really great draft with Edwards and McDaniels. The negative moves ding his grade quite a bit though.
-Many believe he actively went into tank mode once Towns got hurt. Could be true but I also don't think we could have been very good no matter what he did at that point unless he made some massive overhaul.
-People don't like the Beasley contract. I think it's a good one but many still think it's horrible.
-No trades to improve the team in the season.
-Few to zero players brought in to help the roster. (Cut RHJ, didn't try to bring in a PF through G-league or free agency)
-Possibly keeping Saunders around as a tank commander. (My hunch is that Glen pressured him to hire Saunders and give him a chance but that may not be true).
-Trading for Ricky Rubio who has been mediocre-poor for most of the season. (This one was kind of od as Rubio doesn't seem to fit in very well with the team we have).
So he has a spotty record this season, I don't know if I would say he is bottom three but I wouldn't say it's been a good year for him, that said I think he has done a ton for this franchise's future with selecting Edwards and McDaniels so all in all I'm happy with his moves.

Probably the biggest negative this season would be coming into the year with a completely unbalanced roster.
His draft could be something that makes his year look much better, but I think that’s premature. We’ll need a couple of years before we know for sure.

His roster construction sucked. The fact that he didn't address it in the slightest before the deadline sucked even harder. McDaniels was a nice find deep in the first round, he could become a solid starter in the future (or not, he still has a lot to learn and develop). Edwards vs Lamelo is up for debate, I prefer Lamelo but it's still very early in their careers. Still no sense of accountability instilled in this roster / franchise. No leadership to speak of.
I don't care if anyone thinks he was the worst, bottom-3 or bottom-5, he did a really poor job for the most part and the best thing he has going for him is that he selected one of the top-3 guys in the draft so far... with the #1 pick, so nothing to write home about.
The team is going to finish 9-10 games behind the 12th spot in the West despite the fact that they knew from the start there was a very high chance of losing the pick this year. Rosas' tenure has been an utter failure so far, including this season.

I'd give him a top 5. Seriously. 2 years ago after just 1/2 a season he totally remade the team on the fly for the better that I thought was remarkable.
This year we wanted to find out where we were and with all the injuries made that impossible. He fires a popular local guy which had to be difficult but it was a tough decision that had to be made. He made it to his credit.
Since Finch took over he has made every facet of the team better and given us hope going into next year. Considering dealing with a super young team in less than two short years, covid and all, Rosas has transformed the team. I don't know how much more any GM could do with the mess he inherited.
I hate to say it but I'd probably give Thibs coach of the year and their GM the top accolades.
I wouldn't trade Finch for anybody in the business. And Rosas has really been good especially in his drafting. Reid was a steal undrafted!

Rosas is trying to make chicken salad out chicken 5h!t and it’s not easy ... still I cannot argue that he has struggled to address our soft play physically and mentally ... he resigned a gunslinger ... has no true team leader ... and the organization lacks defensive presence.
I do think he works hard, but I also think he lacks an understanding of gamers - players with grit. Finesse guys are fine when shots fall. Find a feisty play-maker in the top 10 of the draft and trade for a couple more via trade.
Bottom-line: he hasn’t had much to work with. Teams don’t want our baggage. I don’t believe players are seeking to play with KAT and/or DLo ... is ANT a bigger draw to some? Maybe. Can we regroup into 2021-2022 with a fresh start under Finch? We will see... but either way we need to add 2 solid gamers.

I think he's done fine...not perfect & I think he would admit that, but they've turned this roster over at a pretty unprecedented rate...giving it time past the trade deadline, I thought was the right move....this will be one last move right up against the lux...so knowing more about the rotation &/or if we keep the pick should seemingly give us more info in making that next move?
Also, I get that Rubio had a down year on the court....but he came he for a very proven track record as a vet mentor for young guards (upgrade from JJ)...& his contract allowed us to kick this move into this offseason....JJ would've forced us to make the deal by trade deadline at latest or essentially let him walk & save the cash to have more flexibility perhaps to use the mid levels? Let's see what he can turn Rubio's now expiring into? Does Rubio have less value now...sure, but less than JJ (@ this same time last year)...not so certain about that?

At the all-star break, when Ant was putting up bottom of the league efficiency stats, yes he was THE worst.
It's always hard to judge when a team wins in the last month of the season, because the bad teams are tanking and the good teams are resting up for the playoffs. But there have been some positives from the coaching change.
There are still some head scratchingly dumb things Rosas did this season.
Not single legit PF on the roster.
Trading a 2nd round pick for ~300 minutes of Ed Davis.
Tossing OKC a future 2nd in the Rubio trade.
Getting fleeced trading down 2 spots for Bolmaro (who also looked awful around the all-star break).
Not getting a rotation big in a draft full of them when you start with 1, 25,28, and 33.
Edwards/Ball/Wiseman, it will take 3 years to sort out who was the right pick.
WIth the way Edwards finished the season, I'm optimistic he turns out the best of the 3.
Ball is more polished at this point, but Edwards physical profile gives him so much more potential.
There may have been a huge missed opportunity to pick up an asset in a trade down because everyone and their mother knew the Warriors badly wanted Wiseman.
So who are the worse GM's?
Detroit? Sacramento? Chicago for overpaying for Vuc and then missing the play in?
Houston passing on Lavert and Jarret Allen in the Harden trade and then getting essentially nothing for Oladipo?
Some GM's who had down years, like in Toronto and Boston, have previously great track records.
New Orleans disappointed, but its hard to argue their Gm is bad when they added so many future picks.
So I'm going to argue Rosas is bottom 5 for sure, with Det, Chicago, and Houston neck and neck for this particular year.

I don’t see how people can rank a GM unless they all start with same bucket of bolts. Makes no sense. Grade them in their performance? Sure.
Kinda like getting players speed and vertical ... they are ranked yet start with exact same set of parameters. A players timed speed with work boots in the snow vs air jordans on the court ... just don’t work. You cannot credibly rank without an established floor. If you wanna use team records that’s fine but not necessarily comparable

Rosas basically took an old team with no cap space, who was rolling out Teague, Tolliver, Gibson, Dieng, etc., and turned them into a young team with no cap space. He has completely turned over the roster and packed it with young guys. Young guys don't win in this league.
I think he has done a great job of bringing in young athletic guys with potential. Now, this team has to grow and the staff has to develop the young guys.
The GM/POBO of Minnesota will never be very high because free agents refuse to play in Minnesota if there are other options. You have to rely on the draft (which will always be young guys and young guys don't win in this league) or trades and trades take two teams to pull off. You can make a million phone calls, but if no one on the other line says yes, there's nothing you can do. It's a tough job - one of the toughest in the league.
I think Rosas deserves a lot of credit for Edwards, Reid, Nowell, McDaniels, V8, and maybe Bolmaro. A great foundation of high level under-age 22 athletes on great to decent contracts. I hope he gets to hang around a few years and see if these young guys can make it work. I would rather root for Reid than a journeyman center.

Rosas was far from a bottom 3 GM.
Sacramento, Los Angeles Lakers, Miami, Golden State, Chicago and Portland were all clearly worse.

Giving up a 2nd in the deal for Rubio considering he was coming off the best season of his career seemed like a great move.
I was very excited to get Bolmaro and McDaniels. That seemed like a great move to me and I never heard anything about him looking bad around the All Star Break. Which of Edwards, Bolmaro and McDaniels should we have not drafted to get that Rotational big you are talking about? I agree we should have taken advantage of the Warriors in a trade down assuming they would have taken Wiseman anyway, but it takes two to tango.

Well he was the one that made that trade.
The trade was made expecting a better record this year. Once again we get wrecked by injuries. The trade was bad or good regardless of how the ping pong balls bounce. I was in favor of it at the time. Since the trade Wiggins has played better than I expected and Russell worse. I consider it a bad trade, but maybe needed to be done to make KAT happy. That trade more than made up for by drafting Ant, Bolmaro and McDaniels.
