correct. everyone needs to put in literally, when they don't know the proper usage. dilutes the meaning.

knowing its proper use isn't hard: is there a figurative counter-part? no? then it's not necessary.
i.e: if you see actual cats and dogs falling from the sky, it is appropriate to say, "it is literally raining cats and dogs."
