It's infrastructure that could be part of the federal government, no?
And a legit AH proposal would most likely have to include expanding the Blue Line out to AH which would be just as much if not more.
 
Unless the feds are gonna give them a blank check, it would be prohibitively expensive to build all new tracks and stations in a crowded, already built up area like south loop/museum campus. The cost would make a new stadium look downright quaint. Just fixing up the already existing red and purple lines cost over $2billion. And even if the feds did give them billions and billions of dollars, screw Soldier Field, let's finally build the damn circle line.
And the blue line certainly doesn't have to be expanded. There are far more people in the metro area living outside Chicago rather than in it, and god knows how many Bears fans would actually have an easier time getting to Arlington Heights from most other burbs. I'm guessing the majority of Bears game attendees are already from the suburbs anyways. Not having to take the Kennedy or Ike all the way down to the lake and then having to find parking, and then having to walk another 20 or so minutes would be easier for pretty much everyone that isn't in the south suburbs, which let's be real, nobody really cares about. The new location would also make it easier for far western IL/eastern IA and far northern IL/southern WI people to get to.
And of course, if people in the city really wanted to take public transit there…the Metra stop is right there.
