Technically speaking we do have the full MLE at our disposal. However that would hardcap us. So likely we'll stick to the tax MLE.

The player difference between the two is huge, I’d much prefer using the Full MLE, too bad Conley doesn’t give us a discount after his body let us down. The player we could have had instead of him for all the picks we have doled out would have been huge.

Not really. The types of players we'd be after if they're interested in contending teams 5.9 vs 9.7 isn't going to make a huge difference. Sure in theory it would be nice to offer 9.7 to a player the clippers for example are trying to get at 5.9 but outside of that the quality of player isn't that big of difference. Fournier, Derozan(besides LA), Oubre, Barton, Dinwiddie, Holmes, Duncan Robinson, Schroder, Hardaway, Powell, Trent, Graham Are all going to get more than full MLE. So they're out. You could make a slight case that maybe Fournier would play for us at 9.7 vs the 14+ he's supposedly seeking. But I have my doubts
The guys you could potentially get if you used the full MLE; Hart, Danny Green, Jamychal Green(both Greens not completely out of the 5.9 btw), Theis, Bullock, Monk, McConnell, Caruso, Jackson. Now are some of these guys a nice improvement on the other FAs? Sure. Are any of them worth being your final roster move? No.
There's still plenty of intriguing guys at the 5.9 and minimum

As far as I am aware you can always sign someone for the vet minimum as long as you have roster space
