Chelsea continue to pursue a striker after having their bids to acquire Erling Haaland rejected by Borussia Dortmund.
Lukaku is not actively seeking to leave the club, but Inter are under pressure to raise funds through departures.
Lukaku previously played for Chelsea briefly before he was sold to Everton in 2014.
