I could be wrong here, but it seems to be

1) if the Knicks talk to OKC - it's not tampering. Teams can talk to other teams.

2) if OKC talks to Kemba, it's not tampering. Teams can talk to other players.

but if the Knicks talked to Kemba, that's tampering.

If OKC is the go between then everything is kosher. This only works if OKC is willing to work with the Knicks and do a little work for them. I'm sure OKC would have preferred to do a trade, get more in return, but they got cash, which is something. Not a lot, but something.

There is something unkosher though because Kemba basically had to sign an 8M deal for 2 years to encourage OKC to let him go.
I think there was some mutual interest, but Kemba might have taken less money to be a back up on the Bucks or something like that.
