Aside from this being a victimless "crime", I find it extremely unlikely that Miami was communicating directly with Lowry about the new contract terms when Toronto could've been the intermediary on that front, which would all be perfectly legal. Especially since Miami and Toronto were already communicating for months over the trade framework in the first place
Dallas wanted Lowry too, so it's possible Cuban is the one who put in a formal complaint for an investigation into our S&T.
I don't know for sure, but it could be him. They will argue they wanted Lowry too and didn't get a fair shot because we tampered.
Not only that but a number was floated out from Lowry's camp on how much it would take to retain him if a team traded for him. With Miami and Toronto having such long discussions and Miami being able to talk to Butler about how he felt the organization needed to do, there shouldn't of been any actual tampering although we know the players do the tampering which the NBA can not stop. I would be very surprised if any "illegal" tampering happened. The trade last year that got voided last year because they were blatant about it and the PLAYER had know knowledge of it.

I think this is the NBA just dealing with a formal complaint.
Overall I'd expect the NBA got a formal complaint and are looking in on that complaint, doesn't mean anything was done against the rules.
