It's because he went the extra step to say he's just not going to play this year. They have good faith reason to think he's not going to perform under the contract so they can withhold salary.
It really depends on how it is written but from what I've seen nothing ties that money to GP which means technically even if he came back they shouldn't be on the hook for the money regardless.
I think they legit set it up this way as an olive branch in an attempt to try and entice Simmons to come back. It also probably strengthens any sort of case should they go to arbitration that they acted in good faith.
We did the whole CBA deep dive a few days ago. It's tied to missed games, practices, media availability etc. They're on the hook for the money if he shows up minus what they are allowed to withhold because of things that he misses. But given that he's said he's just not going to show up they are just holding it now.
The escrow avoids any money having to actually change hands. Certainly the Sixers don't want to be chasing someone down for fine money who has already shown he's not willing to honor a contract. I guess they could just hold it but this is cleaner like you said and it's not like they need the cash.
