I think he is a decent talent and worth trying to develop, but he clearly still is a long way away and may never get there. I don't think hes as bad as hes looked recently, though, and one of the problems is that he is just a horrible fit on the Westbrook version of the Lakers roster.

You can't have multiple perimeter players who can't shoot and are all about attacking the rim on the court at the same time and expect good results. Hes basically forced into a 3&D role on this team, but he sucks at shooting 3s and his defensive IQ is still terrible, so of course he will look terrible in that role.

He should basically never share the court with Westbrook, but its hard to follow that and still get him minutes. If Westbrook wasn't on the team THT he was able to basically play the role that Russ does he would probably look better (not trying to blame Russ necessarily, just pointing out the reality that there is only room for one player of that type in that role).

Both teams benefit?

If AD can come back strong (which I expect he will), he is way better than both of those guys.

The lakers ceiling is way higher with AD

Horton Tucker is disappointing. First few games were great, but after LeBron returns he's playing mediocre.
They need to trade him for Jerami Grant.

I think Jerami Grant or Eric Gordon are best players for Lakers right now. They can score, shoot 3pt and defend wings players. It's exactly what they need to play better. Defenders wing players and 3pt shooting.

Obviously he has had a bad season.

BUT, for a player his age (turned 21 six weeks ago) I would much rather see inconsistency (some spectacular games mixed up with lots of terrible games) than consistent mediocrity, as it shows his potential if he can get his act together. Somebody who was consistent and had the same season long stats he has had would be out of the league after this season.
