That's not how professional refs should make their decisions. Whether Towns whines or not, shouldn't be a reason for a call or not.

I'm glad you're not a ref and any ref who thinks that way is a flat out POS and a criminal. Game fixing carries a very heavy criminal penalty if I understand it correctly.

Quick Google search on Game Fixing. It doesn't give the exact penalties, but maybe they vary.
Is fixing a game illegal?
The legal ramifications of fixing a game, both criminally and civilly would result in severe jail time and countless fines and restitution. The charges would range from basic fraud to racketeering and who knows how much else. There's a federal law against it in the USA.

Game fixing is a serious crime. A little more severe than goofing off at work a bit. Also people do get arrested for Stealing or Speeding if egregious enough.
