I think a lot of the voters for the ROY will look at this way - Cleveland was not considered a good team coming in and surpassed expectations and that is because Evan Mobley was a major factor. Toronto had a down year last year, but they have vets like Siakam, OG, FVV that all make this an on paper better team than Cleveland. It almost penalizes Scottie because we have so much talent around him, even if they have all missed time. Plus, Mobley is on an American team and I think there is some bias there if it comes to a 50-50 pick for ROY.
If I am being honest it should be a shared award this year between Barnes and Mobley with Cade coming in a close second. But likely, they go with the big man because they no could see Cleveland being this good.
