I think for one Rose's coordination and fluidity matters a lot here. Also his deceleration ability and balance/body control were both superior to Westbrook's. People will probably give the strength and power edge to Westbrook which is super fair, but I can't but imagine that Rose would've turned out pretty damn jacked if it weren't for all the injuries and recovery phases holding him back.

Russ for raw athleticism but Rose had more control in the air if that makes sense.

Even though I reach the opposite conclusion, I think your description of their relative strengths is spot on.
