It's a tough balance for Miami to strike as the window to win around Jimmy given his age is limited, but you also don't want to rush into anything that sets you back during a rebuild that is 2-3 years away. Unless you get a Dame Lillard type who forces his way to Miami in a trade - which given where the league is today very well could happen - it's hard to justify going all-in rather than just being economical around the edges.

Lillard makes a ton of sense for both teams. Herro, bad salary plus pick/pick swaps ~3 years out. Both teams could get a lot of value out of it.
I disagree with the both teams part. Team fans tend to do a poor job of looking at the perspective of the other team they are trying to fleece with their imaginary trades.

Herro got injured but can't look past the troubling signs with him. Each of the last 2 years Herro is a guy whose minutes go DOWN in the playoffs vs the regular season. That can't be the case for your #2 scorer. Championship teams need guys whose minutes can scale UP during shortened playoff rotations. If Herro can't defend well enough to play 35+ minutes in the playoffs then he's not viable #2 scorer for a championship team because he simply won't be out there enough to be.

His minutes went down because there were several blowouts. No need to play 35 mins when your team is up 25 or down 25 for that matter. They were sitting in the 4th. Then there is the game he got hurt where he left early and the last game where he tried to play but only got a few mins.
