This was a private flight, not a scheduled one so it's not up to the pilot to cancel it but the one ordering it and the company . Kobe and this pilot have flown together at least hundreds of times but never in that type of fog. Kobe isn't guilty for the crash but he is the one that could have aborted the flight altogether because of extraneous circumstances.
I don't know where you get your facts from but you are wrong.
They had to wait after 2 planes and a helicopter. Nothing unusual.
And a pilot can cancel the flight even if it's private.
2 planes and 1 helicopter is max of 5 minutes waiting time which would mean 10 minutes of waiting for fog to clear. Also they were flying so low because of the fog and then the pilot got disoriented which is common in a fog. Pilot can't cancel the flights unless the company and the one who ordered tells him to.
Go read some facts first before you post here. At least the logs between the pilot and the atc
