Don't think Pop is gonna try to stick it to Kerr by signing Draymond, but even if they offered $30/per I'd expect the Warriors to match (I know he's unrestricted but I assume the Warriors will get a chance to match anything). Unless the number is super crazy, I'd be shocked if Draymond doesn't return.
