Any present or future savings the move brings is just window dressing for the president, who made that move to rile up supporters and troll opponents, relying on the omnidirectional cognitive dissonance and childlike absurdity of his overall message to keep the cancelled pay raises disconnected from the massive tax cuts has has given and will continue to give filthy rich people while doing little or nothing to help his rank and file supporters or anyone else, His next move, figure out a way to keep his own wealth--which will likely increase tenfold while he is in office (hmmm)--in the family name after his death. It will be like he never died.
