Essentially the guy came up with a formula to try and rate every player in the league equally, with batters, starters and relievers all having the same opportunity to have the maximum rating of 100. Its dependent on how that player rates among league leaders in certain categories, difficulty of their defensive position, their team success.
Players dont qualify if they arent among league leaders in any categories, and if they miss half of their team's games.
