I thought the division winners got to pick who they faced in the playoffs. Did that part of the plan not go through?

i'm not sure it was ever part of any plan as much as it was a proposal, among several, that was rejected by the PA in the last CBA talks. i'm fine with the current format though -- the expanded playoffs directly benefits us, any more than 12 teams in the playoffs would've been overkill, and there's enough incentive to win your division (bye to the ALDS, unless you play in the AL central). choosing who you play is gimmicky anyway, plus you'll have greasy teams like the rays punting games down the stretch to choose their potential opponents regardless (see last year).
