Tony Pauline has been high on this guy for some time:

School: Utah State
Position: OLB

Positive: Three-year starter awarded all-Conference honors since his freshman season. Totals last year included 82 tackles, 15 tackles for loss and 4 sacks. Played in one game during his junior season before being sidelined with a knee injury. Intercepted 3 passes as a freshman. Large, athletic linebacker best in a 34 alignment. Forceful up the field, defeats blocks and consistently making plays behind the line scrimmage. Breaks down well, uses his hands to protect himself and flows to the action laterally. Remains disciplined with assignments, stays with the action and covers a decent amount of area in space. Competes hard, rarely off his feet and displays solid lateral movement skills. Effectively reads or diagnoses the action and keeps the play in front of him.
Negative: More of a long strider with built-up speed. Struggles getting off blocks and rushing the edge. Does not possess a closing burst. Must improve his upper body strength.
Analysis: Fackrell was a consistent performer on the college level who had his career briefly interrupted by injury in 2014. He possesses the size, growth potential, athleticism and wherewithal to be a starting outside linebacker in a 34 alignment on Sunday.

I still think we have an opportunity to draft Schobert in the 4th if need be. But, again, Fackrell is a baller. He is a very very good player with all the measureables to step in rotationally at OLB.

BOTTOM LINE: When it comes to the length and athleticism teams will look for off the edge, Fackrell will be one of the poster boys. His field versatility, coverage talent and potential as a pass rusher could make him one of the fastest rising prospects in this draft and a future contender for a Pro Bowl nod.

Why do they have current players announce in the third round? We could have easily drafted barringtons replacement there. At least in the sixth round you think the guy is s stiff and easily beat him out.

I completely agree. He's a legit pro bow prospect inside. And, honestly, I'm just not that intrigued by Barrington as anything but a back-up.

Easiest explanation is NFL teams simply don't think he's that good.

Right. To add more detail to this, I think it's clear he is seen in a limited NFL role. He lacks pass rush and versatility, he is rather short, and other than his strength he doesn't have much burst. Essentially, from what I've seen he is limited to a 1-Technique position in a 4-3. I imagine most teams see him as a rotational 1-Technique limited to 4-3's.

NFL teams screw up every year, and lately they've been screwing up with regards to shorter defensive tackles. Atkins and Daniels are the obvious examples. Maybe Billings is the next Atkins, an undersized guy with ridiculous strength who ends up dominating. I don't know enough about scouting 300 lb defensive tackles to have a clue, but I thought that Stephen White (former NFL defensive lineman) piece to be really interesting.

Where is this piece?

I mean, the interesting thing with Billings is he is slightly taller and has more bulk than Daniels did as a draft pick. He has an inch in height and a 1/2 inch in reach. So, I really don't know what to make of his fall. It's quite remarkable. AND, where is this article? Did you already post it?
