It's not really about playing rookies though, even the best 2nd rounders of the last decade didn't get much burn in their rookie years. It's about having some future options, building an asset that can either play in a year or two, or create some trade value that can be added in a package for a useful player. Like how the Rockets drafted Budinger, made him look mildly useful then traded him for a mid first rounder, like how the Pistons drafted Singler then they put him in a package to get Reggie Jackson, or like how the Mavs used Crawder to land Rondo and the Blazers used Barton in a package for Afflalo. Those players by themselves don't add a lot of wins to your team while they're young, but the promise of potential makes them attractive to other teams when you're trying to trade for a veteran or something else of value. Or you can hit the jackpot and get someone like Draymond Green or Parsons, but it's not realistic to expect that.
