can teams trade waived players

if its possible can teams still use them in trades like how the pistons waived oberto bit still have a cap hold of 1.9 mill so can we trade that????

Nope. You can only trade players on your roster (which waived players obviously aren't)...the fact that their salary may still be on your books has nothing to do with it.
