I tried doing this for the first time today. Just basic CSS type stuff, but it was still wild how easy it made everything.
1 - create a div with a gradient with colors #203731 and #465e58 going from bottom left to upper right
2 - Add a two pixel border with color #ffb612
3 - reverse the gradients on hover
4 - ease the gradient reverse
5 - add this image in the center of the div at 80% width [url.png]
6 - on hover increase image size to 100%
Just simple ass CSS but it spit the whole thing out in about a minute total.
