Well, for starters, the cap is expected to go down in part because of the weakened Canadian dollar.
Panarin's big bonus also counts toward the cap. Pair that with the core that's locked up and someone (Crawford, Seabrook, etc.) might eventually have to be moved. Shaw's most likely gone as well. I think they've learned from this series, they desperately need to rebuild depth. You can't just acquire guys like Fleischman or Weise and expect magic. They also really need to add a couple quality defenseman. That's what helped kill the Hawks much of the season.
