Here is the basic gist:
14 participants, 120 million hard cap, goal is to win in the playoffs next year (only), where the current Warriors and Cavs will be voted on as well.
Draft will include players current cap number (or, for UFAs, 1.25 times their salary from the prior season, for RFA, 2 x prior season salary, no retirees or non-nba players).
Draft will not include anyone on Golden State or Cleveland Rosters (to include Lebron and JR Smith, who will both be assumed to return to Cavs).
Must draft 13 players, but can draft up to 15.
Round 16 will be a coach draft - where you start with 5 mil in coach salary but can "bid" with any unused player cap room to steal a coach that was bid at a lower salary. [Example - Stevens first coach selected, by Player 1, but at 5 million coach salary. 10 other coaches taken. Player 12 has 8 mil in left over cap room, bids 13 million for Stevens (5 + 8). Player 14 has extra 9 million, bids 14 million. Stevens now Player 14's coach. Round continues for players without coach (Players 1 and 12, in normal order, not reverse).

It looks like the lean is towards an evening draft - let's say 7:00 pm eastern to 10:00 pm eastern, M-F (I know Fridays can be tough for folks - but can always send a list)....
Everyone will have more or less 10 minutes to make their pick. We'll only do one "mandatory" round per day, but if people want to keep picking afterwards (and it's their turn), they'll be welcome to.
When you make your pick, you MUST list the player's salary for the year, and how much cap you have left.
If you miss your slot, you get "bumped" (moderator / whomever is running draft will announce) and other people can go on picking. No auto-picks. If someone just drops out, they'll get their team picked for them at the very end, from the leftovers.
We'll possibly try to get someone to simulate on 2K16, too.
