I agree that the L2M is pointless due to repeated examples of the NBA doubling down on undeniably incorrect calls. But in this instance, the interpretation is consistent with how the NBA defines these things. Visually, it sure as heck looks like it should be a travel, but like it or not, it's legal in the manner outlined in the report.
