Shouldn't Baph have gotten 3 picks then? He always gets 2 at the end of the snake, so if we are doing 2 picks per round, he should have gotten a total of 3 no?

Yeah, just to speed things along a bit faster.

The only problem is that this might be a little unfair to Mercgold and the other early pickers, since more players will be gone before they have a chance to pick again. However, after this round everyone should have their starting 11.
