Sending a player to the D-League does not free up a roster spot. He still counts to our 15

Probably because with DeRozan and Fields out and Bruno down, we're left with 12 on the roster. Sending Bebe down would leave us with 11. Even though he won't play, maybe the reasoning is that it's good to have the extra body in case of an injury/ejection? Probably gets sent down when Landry comes back

Bebe is going when DD and Fields return, Masai mentioned both will go but that was before the Fields injury.

Jokes aside, it is about time. I'm curious what the process is like when a team sends a first round pick down. Does someone from the Raptors organization keep tabs on him, make the trip down occasionally to monitor his progress so on and so forth.
