Many posters listed Carlos Arroyo and PR, I simply pointed out that he is an American by birth since Puerto Rico isn't a country, it's part of America. But since you brought it up, why should they have an Olympic team, should Ontario?
Read paragraph below and see if Ontario is in similar situation...Puerto Ricans became U.S. citizens in 1917, and the United States Congress legislates many aspects of Puerto Rican life.[14] However, the islanders may not vote in U.S. presidential elections.[15][16] Since 1947, Puerto Ricans have been able to elect their own governor. Its official languages are Spanish and English, with Spanish being the primary language. The island's current political status, including the possibility of statehood or independence, is widely debated in Puerto Rico. A referendum on statehood, independence, or continuance of the status quo will be held on November 6, 2012.

Don't have to. Neither one are independent countries; so neither one should have an Olympic team. Thought my point was pretty obvious.
Why do you continue to be a proud ignorant?
I make it easier for you to understand highlighting 3 things that unlike Ontario:
- PR cannot vote in the US presidential elections
- PR has own elected governor
- later this year they'll vote on political status / independence
