CSS is the mainstay for website development now, HTML is a thing of the past.
If you are serious, I suggest buying web space and a domain name, then installing a CMS to run your blog through. Blogspot is a nice place to get some writing up, but it's a free site. Nobody takes it seriously. It's like the geocities of blogs.

CMS means Content Mangement System which are basically frameworks that allow you to create websites with no knowledge of HTML, or things like that. Wordpress is a lite version of a CMS in that you can create all these posts and have nice designs without knowing HTML and such.
