did Russ deserve a tech? is there a rule which ref should he pass the ball to and when?

I really don't think it was intentional. Russ did something similar in the game at Portland but i dont know if he actually hit the ref. In my opinion he shouldn't throw the ball like that. It wasn't intentional, but it was careless. I don't think he deserved the tech but I'm not surprised he got it. He's put himself on a very short leash with officials. There's no harm in dropping the ball on the floor and walking to the bench.

That's right. Refs are getting back at him for calling them out publicly a week or so ago. They do **** like that. Tim Donaghy made that clear in some of the various revelations that have come out since he got busted years ago.
