OaT v5 – RULES
CBA
SALARY
1. Salary cap will be $85mil in 17/18 & $95mil in 18/19, Lux Tax = $95mil in 17/18, $105mil in 18/19 (teams pay an incremental tax that increases with every $5 million above the tax threshold - $1.50, $2.50, $3.50, etc.) Repeat offenders will start at $3 for 1st offense and increase by $1 each successive year. Ie 2 x repeat offender = $4 start etc.
2. MLE = $7mil, Mini MLE = $3.5mil (2 years max 2nd year = PO), Vet Min = $2mil, & Rookie contracts will be based on RL numbers. BAE & Room Exception = NONE in this game.
3. Teams must spend at least 85 percent of the cap or will be fined for the remainder.
4. All players (including min contracts) will count towards salary cap/lux tax.
5. Drafted Players will be signed for 120% of rookie scale - ALL 1st round picks must be signed by end of FA - All rookie contracts will only have the 1st year guaranteed.
6. Non drafted players will be eligible to be signed at min contract. If they do not get signed, then they will be eligible for the following draft.
7. Over 35 rule = can only sign for 3 years at most (no TOs)
8. Newly signed Real Life contacts (ie signed during this past RL FA or extended last season from rookie deal) will be reworked to fit game percentages.
9. There are no ETO’s in this game. They will be changed to POs. Player and Team Options will only be allowed on final year of contract unless on rookie deal.
AMNESTIES
1. You can amnesty 2 players on your team (must be player already on your roster at start of game). This money will not count against salary cap but will need to be listed as expenditure in Finances section of roster page.
2. Amnestied players can be be bid on for 24 hours with the difference being removed from original team’s finances.
3. There will be 2 mini amnesties available… 1 will be available from 16/17 – 17/18 and the 2nd will be available from 18/19 – 19/20. The rules for these are as follows. There will be a 2 year window in which you can use each one but it can only be used for a player already on your team at the start of that season or a player that you draft (or sign via draft rights) that season. Money will work like this - 1st year = $3mil, 2nd year = $4mil, 3rd year, $5mil, 4th year = $6mil, 5th year = $7mil, 6th year = $8mil. This mini will be paid for 6 years from the team that uses it even if they trade that player away and he signs a new contract with a different team. Here is the kicker... this can be stacked on a player that has already had a mini amnesty used on them. Cap Holds for mini amnestied players will be based on pre mini numbers.
WAIVERS
1. Waived Players - will cost full contract amount against the cap.
2. Buy Outs - NONE
3. Stretch Provision - Each team will be allowed 1 time use and it will work same as RL.
COACHING
1. All Head Coaches will get a base salary of $5mil which will be listed under expenditures in roster page’s ‘Finance’ section.
2. You can hire a new head coach (or extend) at a cost of up to $7mil per (It can be higher if you demote original Coach. If original coach is fired then $5mil will go into tax pool as compensation. IF original Head Coach is demoted instead of fired it will cost $8mil per to keep on as assistant and $12mil per for new Head Coach.
3. If a coach is retired in RL they are off limits.
4. If from another team's staff that team has to agree and will be compensated $10mil
5. If coach is currently in NCAA then $10mil compensation payment will go into tax pool.
6. Lesser assistant coaches and training staff will cost $1mil each to hire and fall under same rules as above.
7. Coaches can be traded for each other with no financial penalty.
8. Most long term big name college coaches will be unlikely to leave so don't bother trying to sign guys like Coach K for example.
9. College coach will expect to earn more per year in pros so be prepared.
EXPANSION
1. There will be a 2 team expansion next season. Teams may have up to 8 players protected and must have at least 1 player unprotected. UFA’s are not eligible for protection or selection.
2. Expansion Teams will get top 2 picks in 2017 Draft
DRAFT
1. Drafts will be based on in game ranking (no lottery).
2. Teams will start game with all their own picks
TRADES
1.. Trades will be approved right away as long as they meet all roster/CBA requirements. (trade rules will also be in 1st post of trade thread)
2. You can only trade draft picks up to 4 years in advance (17/18 = up to 2021 picks)
3. Pick protection will be allowed for 1 season only. The following year pick will not be allowed to be traded until protected pick has been conveyed.
4. Trade Kickers - will be 15% for 2 seasons. Each time traded will add to/compound that Kicker.
IF player with TK becomes FA after year 1... the 15% will be based on new contract amount.
FREE AGENCY
1. Free Agents will get new contracts based on years already played in league... 4 = 20%, 5 - 7 = 25%, 8 - 9 = 30%, 10+ years = 35% (no more 105% of old contract)
2. Free Agents can get 5 years with 7.5% raises from own team or 4 years with 5% raises from another team.
3. Max contract signings from another team automatically come with a 2 year Trade Kicker (TK). This must be clearly listed on roster page via color coding. (purple)
4. You can tag one of your vet players (must have Bird Rights, be in league at least 8 years and on your team for 3 seasons or was drafted by your team in the contraction draft) as a Franchise player and offer that player + $1mil more per year than is otherwise allowed with no cap hit. This $1mil per WILL need to be listed under your Finances expenditures. Vet Franchise players will automatically get a Trade Kicker for the first 3 years of contract.
5. FA cap holds - Players coming off their rookie contract will have 250% cap hold and everyone else will have a 150% cap hold. Empty roster spot cap holds below 13 = same as 2nd round pick 1st year money (16/17 season = $650,000, 17/18 season = ???).
6. Max contract players signed by NON original team will come with a 2 year Trade Kicker (15%).
7. You can sign/extend your own RFAs immediately IF you will be giving a max contract (4-5 years 5-7.5% raises). Post all such signings in the signings thread. These players will now be tradeable at new contract amount.
8. RFA matching - IF you match an offer sheet you will not be able to trade player for 1 season. You will however get a chance to SnT with the team that made the offer sheet.
9. Player and Team Options will only be allowed on final year of contract unless on rookie deal. There will be no ETOs instead they will change to POs.
INJURIES
1. Injured players = red font in salary and listed on IR/depth.
2. If player is likely to miss most of season then they will be considered out for season in the game. This will have an effect on end game playoff/draft rankings.
RELOCATION
1. As owners you can choose to relocate or rename your team but 1st must submit proposal to league offices (must include new logo if renaming) and you must relocate to a state that is in same conference area.
2. Relocation will cost your team $50mil (money will go into tax pool) if moving within US. Relocation to another country will cost only $25mil (league will help with rest as incentive to broaden world viewership). If you relocate and there is no arena, you can build one at a cost of $350mil and up depending on amenities/location (see arena rules post).
3. You can rename your team at a cost of $10mil (money will go into tax pool)
4. Up to 4 Teams will relocate to Europe and up to 4 Teams will relocate to other locales (ie Australia, Japan, Hong Kong, etc). We will be using the new Concorde Jets for international travel. Every team in the league will be required to dish out $250mil (To be listed under expenditures in Finance section of roster page) for their own Jet.
TAX POOL
1. Money from luxury taxes will get divided among teams under the luxury cap. REPEAT LUX TAX OFFENDERS - you will start at $3 per dollar over instead of $1.50 and go up at the same rate (+$1 per) as original rule for each $5mil over the tax. Amount will go up $1 for each consecutive season in lux tax.
2. Money from relocation, renaming, coach hiring penalties will get divided among the other 21 teams
3. Money from fines will be divided among teams that have not incurred a fine. Fines = ($1,000,000 for 1st offense, each subsequent offense will cost double the previous fine.) levied against teams that do not follow the rules ie... not keeping roster pages up to date/delaying trade approvals etc. Each owner will be allowed one free pass before fines kick in.
TV MONEY
1. TV money = $30mil miss playoffs/$45 mil 1st round/$60 mil 2nd round/$75 mil Conference Finals/$120 mil Finals/$250 mil Title (20% divided among players).
TRADE ISSUES
IF you have an issue with a trade... send it to the commish. Do NOT post opinions on deals in the discussion thread or elsewhere. IF you do it will be deleted and your team will be fined.
ROSTERS
1.. Rosters must be completely up to date with required/consistent formatting before trades, see rules in roster thread.
2. All options, cap holds, TKs must be color coded to this standardized color scheme...
Team Option = BLUE - Player Option = GREEN - No Trade Clause = PURPLE - Qualifying Offer = RED - Cap Hold = ORANGE - Unguaranteed = GRAY - Waived = strike out
This will make it easier for everyone to know every player's status at a quick glance.

Each Tier will have slightly better real estate with Top Tier having absolute prime real estate.
IF your team misses the playoffs you will earn 2% of that money back
IF your team makes the 1st round you will earn 8% of that money back
IF your team makes the 2nd round you will earn 12% of that money back

RATING SYSTEM
Rating system will be based on points, low points = worst/high points = best
IF one team stands above all others in a particular category then they should be the only one to recieve the highest score.
IF one team is worse than all others in a particular category then they should be the only one to recieve the lowest score.
IF teams are tight at the top or bottom then use your best judgement.
Owners that submit a rating on time for all teams that did a write up will get 1 perfect score of 75 to be averaged in.

2. Coaching (1-5)
3. Money management (were the financial risks worth the reward)(1-5)
4. Future profitability (will the team earn a lot or lose a lot)(1-5)
5. How bright is the team's future in terms of talent and possible title chances(1-10)
6. Draft picks - How did the team draft and how will future picks look(1-10)

8. Durability (How healthy is/does your team project to be) (1-5)
