GM Ernie Grunfeld has made many statements preaching patience with the rebuilding process that the team has clearly shifted into, but I believe he has created a situation where this team can return to the playoffs quickly. Ernie’s trade-deadline deals have created $23 million in cap room for this off-season, and that is before the Wizards would decline the nearly $12 million team option on Josh Howard, a move which seems likely. The team has the 5th-best chance to get the #1 pick in the draft (roughly 11%), and will pick no worse than 8th, in addition to having the 30th and 34th overall selections. With the right moves, I think this team has a ceiling of a 4 or 5 seed NEXT SEASON.

Not sure how he could go through the entire article and into depth about our PG situation without mentioning Livingston. Whoever wrote the article didn't do their homework.

No to John Wall and Demarcus Cousins? Those are my 1st and 3rd choices ideally. A John Wall + Gilbert back court could really feed well off each other. Think about it as a much better version of Larry Hughes + Gilbert or a better Antonio Daniels + Gilbert. Cousins has the potential to become a solid 2-way NBA player much in the mold of a KG or Tim Duncan. Those guys are hard to come by and win you 'ships.

Yeah, his numbers are definitely off. I think he must simply be calculating the outgoing contracts (Jamion+Butler+DeBrick) and not accounting for things like salary increases and draft pick salary.

Your concerns are well-founded. The $23M figure assumes that Howard was already cut. I stopped reading right there because the writer clearly doesn't know what he is talking about.

We have $22.5M in cap room after factoring the salaries of Arenas, Blatche, Thornton, Young, McGee, Ross, #5, #30 and #34. Technically, you have to assume an additional $500K in cap holds for our 10th and 11th roster spots, so that's $21.5M in effective cap room to use in free agency.
