Well depends on his definition of rebuild

we're definitely done relying on getting substantial pieces via the draft so in that essence the rebuild is over

Yes, but rebuild to what? To where?

Turd wants a rebuild to mediocrity. He doesn't seem to know how or want to know how to build for a championship.
If you can fill the unforgiving minute
With sixty seconds’ worth of distance run,
Yours is the Earth and everything that’s in it,
And—which is more—you’ll be a Man, my son!

well it takes time

The biggest thing you look at is how the drafts turned out: We got one likely superstar in Wall and a likely all-star in Beal. That's pretty good. The 2011 draft was terrible. The most recent draft...I'm of the opinion Porter will be very good but we don't know yet.

In a lot of ways we're on a decent track for a rebuild. We got both of our guys looking good during All-star weekend and we might be headed towards a high seed in the playoffs.

But we won't really be able to judge how things are going until this summer or maybe even 2016. It makes sense that you have to put a "treadmill" team together as your young draft picks develop. At a certain point you have to get another player to put yourself over the top to prevent yourself from becoming the Atlanta Hawks of a few years back.

No telling how that's going to go. It could happen this summer (unlikely) but even if it doesn't two more years of early playoff exits is fine imo until the Nene contract expires. When that anchor is removed he HAS to be replaced with someone substantial.
