Or is there a window where teams can still make trades based on 2013/14 salaries?

New NBA year and new salaries take effect July 1.

Every team can make trades one day after their final game of the season. Until the July moratorium starts (which is at July 1st), they are allowed to trade any player whos contract is not ending or could end. And as Dboys stated, the salaries used in such trades would be the 2013/14 salaries.

13-14 until July 1st, but with only guaranteed 14-15 deals available to trade, the difference between that and if 14-15 kicked in early, is fractionally more than irrelevant (obviously a lot of contracts rise year to year, but most likely, the player he's getting traded for also went up)

They can be unguaranteed as long as it's not an option year.

For offseason trading before the July Moratorium, are other trade rules in effect? Are the hard caps activate during the 2013-14 season still in place? What about roster size? Does the 15 player limit apply after the season is over for a team but before July 1 in the event of a trade?
