Ok, assume you have a player (Drew Eubanks, SAS, for example) who is in his 2nd year of a 2-way contract. I believe the team that has him can convert/renegotiate his contract to a vet min (pro-rated for this year, and assuming a roster spot of course). If they offer him a 2 year vet min, will the team have full his bird rights at the end of the 2 year vet min?
ie. Player already has 1 year experience on a 2-way, a partial year (this year) on said 2-way , then completes this year (on a vet min), and completes next year on the vet min. Does the team have partial bird rights (2 year), or full bird rights (3 year)?

Do two-way contracts count against the luxury tax? What is the two-way salary in 2019-20?

Yes.

They don't take up a roster spot. The salary doesn't count on the salary cap.
