TL/DR version - No one knows, but it should be very soon. Any day now.

Expanded version - It will be when the NBA re-opens for business as a whole, which has been paused as they work on a CBA revision with the NBPA. To be precise, it will be when the NBA and NBPA finish making ALL the little tweaks and adjustments to every word of the CBA, and every player contract, to align with the new (revised) rules and the intent. They can't operate without a CBA in place, as it defines what trades and other transactions are permissible, so this is the necessary preliminary. They will at some point sign off, and hope they've got it all. Presumably it will be "any day now."

They certainly want it asap, because they have much league biz waiting (trades, options exercised or declined, waivers, waiver claims, reactions to one trade with another, other cap-related moves, and so on) that teams/players need to get done BEFORE the draft.Today is Sunday, the draft is Wednesday, and they need a pre-draft window to do stuff. [In theory perhaps they could move the draft back a day or two, if absolutely necessary, but that's a doomsday scenario, not gonna happen.]

OTOH they can't afford to have any CBA or contract detail be missed and give someone an unfair advantage with a loophole. From past experience, we can be sure that if a team or player or agent can violate the spirit of the rules by finding an unexpected workaround or some missed wording, they definitely will. So they are scrambling to find and fix all of the flaws that have been created by the tweaks to finances and schedule. While for us this is fun entertainment, for them it's their livelihoods, with millions at stake for some, and billions for others, and they gotta get it right.

Thanks for the detailed reply I expected. No word about the final revised CBA being put to a vote by all the players. Right now the agreement is with the 30 Team reps and the Union's Executive Board. Oh well...

It's been announced that Trades can be made starting at Noon on Monday November 16.
