2023 2nd rounders - which CBA?

Hello,

Huge debate in our fantasy league:

Do the 2023 2nd rounders sign using the old CBA, or the new one with the 2nd round exception in place?

One could argue no coz the new CBA only starts July 1st.

However, we are drafting the players and acquiring their rights but no signings could happen until after July 1.
E.g. how would you use cap space or an MLE that you do not yet have?

Also, what are the exact values? From what we've seen so far:

2023 2nd round picks can be signed using the new CBA's available choices noted above. The numbers and choices are the same for any and all 2nd round picks. The amounts noted by KS are limits - up to that amount, as desired.

IMO Of as much importance as the above rules is the added new rule that allows more flexible ways to guarantee (or not) the option year in such a contract.

"The rule set forth in Article XII, Section 1 of the CBA that requires certain terms (e.g., the percentage of Base Compensation that is protected) in a Team Option Year to be unchanged from those that applied to the immediately prior year would not apply to Contracts signed pursuant to the Second Round Pick Exception."

Looking at p. 246 of the new CBA and the MPE scale, is this correct?

Yes, p 246 has the CBA verbiage for the rule itself. Understand that what is being described is an "exception" to the salary limits (aka cap) if you are already above them and want to sign a 2nd round pick. Prior to this, on 2nd round picks, teams had to use either the minimum salary exception, or carve out a piece of an annual exception like the MLE. This new exception is available (but not required) for 2nd round picks.

Yes the real GM chart is a helpful resource for the actual numbers. Those are the least amount a player can get, depending on his PRIOR years in the NBA, so for this rule the base line would be 0 TOS. To read it, you start at year 1 and then read diagonally, down and to the right.

2nd R Exception 1 allows to pay UP TO the 1 TOS amount for yr 1 only, followed by 0 TOS minimum for yr 2 and an option for yr 3 at the 0 TOS level. The exact amount in yr 1 is a number between 0 TOS and 1 TOS, negotiable, as would be the amount of guarantee in each year.

2nd R Exception 2 is a bit longer and as a result the possible pay can be a bit more generous.
