Emoni Bates restricted free agency 2024?

So, how does this work. Emoni Bates was a second round pick who has never signed a pro contract, instead he took a one year 2-way deal with the Cleveland Cavs. He's set to become a restricted free agent this Summer, but what does that mean? His QO is very low, just $1.8M.

But how much can an NBA team offer him? Or is he only a free-agent as far as the G-League is concerned?

Did the Cavaliers lose his draft rights somehow? If this is the case, wouldn't they had been potentially better off to draft and stash him overseas where they'd retain his rights until he was ready to come over?

Two-way deals and NBA team rights are confusing. Here are some of the facts.

1 Cavs used their draft rights and negotiated to sign him to a two-way deal with CLE's GL team (which keeps his NBA rights with Cle Cavs).
2 It is a pro contract, but it is not an NBA deal. It is a GL deal, with some NBA play and pay possible.
3 Cle Cavs are the only team that could make it an NBA deal this season.
4 When his current contract ends (presumably at the end of June), he will be a free agent, and RFA if CLE makes a QO.
5 Other teams can make him an offer in the summer, but if he's RFA, the Cavs can match and keep him.
6 The least either CLE or another team can offer is the minimum, although if no one offers him a regular NBA deal, he can get a paying deal by signing as a two-way.
7 On the upper end, the Arenas rule limits what another team can offer.

Just an observation - Bates has not shown much as a pro, and he is way behind the curve in minutes played at every level (which means his development is probably lagging), so he may not draw much bidding.
