Is an offseason salary hold for a vacant roster spot (under 12) applied only for purposes of calculating the team's ability to take on contracts which would still leave the roster under 12 players, or does the salary hold apply even against a contract which would fill the 12th spot?
In other words, if a team is carrying 11 players and about to sign its 12th using cap space, is the money that's been tied up in that roster charge available to sign the new player, or not?

It appears the answer from that thread is that money counted against a team's total payroll for a salary hold is NOT available to be included in the contract for the 12th man. Have I read correctly?

YW. It seems based on what they were there is that it is available. I'm sure if Dunk, Gump, Dan, or Larry are around they can reaffirm it. But that's what I took from what they were saying.

I still haven't talked to anybody with the league about it, but I think the previous discussion nailed it. The net effect of the "fewer than 12" is to reserve space for the THIRTEENTH player, which each team is required to carry.
