So this would mean some team (let's say one over the cap) would be trading a player(s) of equal salary, who also are not on ending contracts (according to a prior post in this thread in reference to the CBA), which means the Bulls would be willing to take on big, multi-season salary (if this report is true).
The team trading that player(s) to Chicago would have to be giving something of value, otherwise, why would Chicago make the deal? However, what team will trade value to recieve Rondo's contract which can be waived to only count as 3 m against the cap next season? That team would have to be wanting to cut salary as a priority over having a valuable player(s). If the team wants to try to land Blake, or some other top free agent, then it makes sense. I don't see any other reason, besides free agency in 2017, for a team to want Rondo from Chicago. Except, said team could be in a position where it has a player who will be a free agent after the '17-'18 season, which it will want to retain, and getting Rondo (while sending out multi-season salary) will shed that long term salary, helping them retain their own free agent for the '18-'19 season.
Portland could be a team in this position. It might want to retain Nurkic, but he will be a free agent after the '17-'18 season is over, and they have a stacked salary, so in order to make more room to re-sign him, they may want to trade Leonard, Harkless, and/or Aminu, all who make 7-10 m that season, and all whom are players the Bulls would be interested in. However, Portland would have to make their minds up before June 2017 (when Rondo can still be waived and count as only 3 m), that they want to re-sign Nurk. Since Nurk just got there, Portland will have to be highly impressed with him to want to trade those suggested players already on their roster just to keep him.
I think keeping Rondo for this purpose is a decent plan, but, I don't see why it couldn't have been done by today's deadline, because I'm sure there are tons of teams that already know they want to retain one of their own free agents for the '18-'19 season, but would need to shed salary to help do so economically, like the Lakers for example who will have Randle being a free agent then, but will have Deng, Mozgov, and Clarkson each making between 12 and 18 m. Since LAL already has Russell at PG, I think they could have let go of Clarkson, especially since Chicago wanted a PG, and even gave a 2nd round pick to help get them Payne today from OKC.
