Thunder wont use it because Presti doesnt want to admit several (!) terrible decisions, all related with Perkins

OKC is by far the smallest market in the league, right now with current contracts and draft pick cap holds the thunder are going to be at a payroll of $70.5 million in payroll, what makes anybody realistically think that the owners are going to okay Perkins to go away, while the team will have to add at least an MLE type big to replace Perkins. which puts by far the smallest market team in the league effectively paying around $13 million to replace Perkins with an MLE type big.

Of course OKC didn't HAVE to be in the smallest market in the league. But despite their generous government subsidy and the added revenue that comes from regularly going deep into the playoffs their owners won't pay the luxury tax and won't use the amnesty.

at the moment.

Unless they are in the luxury cap area of 72 million or so, it provides them no benefit whatsoever, they still pay exactly the same, as well as giving talent to another team on the cheap, and sacrificing flexibility of future expiring contract that could be used in trades...

It really makes no sense to amnesty unless you are moving into the tax, or have a follow up move ready that requires that player gone or their cap space available. Even then, you just wait until the moment you have a follow up move to execute, and amnesty at that point.

Memphis may use it on Randolph in a year or two.

A team with no issues paying the tax (granted, there's only 2-4 of those teams left) who could use an extra big.

Perkins is still a capable defender on a sub-max contract.

Boston Celtics- Paul Pierce, (Rondo, Bradley)...my understanding is if they amnesty Pierce, he Is paid the full $15.3 mil Rondo and Bradley are too good to amnety
Charlotte Bobcats- Tyrus Thomas - Owner is too cheap to pay a player to leave
Chicago Bulls- Carlos Boozer, Luol Deng, Joakim Noah - Boozer has raised his trade value...all players are movable
Memphis Grizzlies- Zach Randolph, Mike Conley - Neither player is unwanted in Memphis
New Orleans Hornets- No amnesty eligible players on roster
San Antonio Spurs-: Matt Bonner, (Parker) - Parker is a top player and Bonner is cheap + expiring.
Utah Jazz- Derek Favors is good and on cheap contract

Salmons have $6 million in non-guaranteed money in 14/15. If amnestied, that money becomes guaranteed. I very much doubt anyone is going to bid on him as they would have to pick up at least all non-guarantee so Kings would be on the hook for his full contract. I don't believe Kings are going attract any big name, they have a couple small moderately attractive contracts to facilitate more money coming in in a trade - Salmons will play out this season in a small role of 15 mpg, then become living cap space of up to $9,5 million dollars on July, 1st 2014.

i really don't think Detroit will use it on CV unless his cap space hinders the signing of a key FA. I really don't see a reason why to amnesty a expiring player to pay him not to play especially when expiring are valued. CV is a Shooting Big man which are highly valued across the league. Drummond needs a spread 4 when Moose is out.
