Don't people with handicaps have some sort of card placed on the dash ?
We need a pic, he must have some handicap of some sort, but even then he has alot of money he could use the park-o-meter and pay the parking fees, he doesn't need a handicap card.

Or park it at a parking lot that allows free parking for an hour or two.

Look closely he has a handicap tag inside his car, of course knowing Bynum he either stole it or it was given to him after his 2nd knee procedure.
