Why No Midwest All Star Games Anymore?
Is is simply lack of new arenas in these cities or are there scheduling conflicts? And as far as the new arena argument why didnt Indianapolis ever get an all-star game after Bankers Life Fieldhouse was built.

NBA wants warm weather or party destinations for the most part nowadays. Smaller, cold cities just don't have a chance.

After the Trail Blazers built their new arena, many local fans thought Portland Oregon should soon host an All-star game, it never happened.
Portland, Oregon and the Trail Blazers have never hosted an All-star game, ever.
Not sure how true this is, however, the reason that keeps getting reported locally is. The NBA All-star game requires a minimum number of 4 and 5 star hotel rooms. 6,000 deluxe rooms have been mentioned, but I am not sure that is correct. I believe Portland only has about half the number of deluxe rooms the NBA requires.

Houston is not midwest.
FWIW Chicago got it last in 1988. Here's what Reinsdorf had to say about it in 2012:
"They'd have to force me to take the All-Star Game," Jerry Reinsdorf said. "They take over the building, your season-ticket holders have to be in a lottery to see if they get tickets and then they don't get a good ticket. Really, no good can come out of it and all it can do is upset your fans."

that's pretty much the reason Cuban didnt want it in dallas for years til the new cowboys stadium was built and he could appease the season ticket holders

This is the closest. It's an infrastructure concern and accessibility for a city to host/transport fans thru town. Thats why cities like Phoenix, Houston, Dallas, LA, etc get constant events like these, for the most part. Miami hosted ASW in 1990, only once...do you know what a disaster it is to get in or out of downtown Miami?
